You may as well ask is Beach Music soul music. Northern, Popcorn and Beach are all dance scenes mostly based on old records and maybe with Beach a live circuit as well. They all contain a wider range of records than say the house or disco scenes. And they borrow from each other.

Soul r&B Artist "Gene Anderson" comes to mind... I think he may be the originator.... Need to look up.
