Rare or not?
I have a YELLO album, You gotta say yes to a....... where the A side is correct, the B side is pressed as an A side (same music on both sides)
The labels on the A side says A and the labe on the B side says B, just the vinyl that is incorrect.
There is a stamp on the B side label that states something in Italian.

The "B" sides pressing is slightly off center, just by a millimeter or so, but works well.....

Is this something that makes the record a collectors item or somthing that makes it junk?

JMO, but 'ordinary' Yello pressings are not particularly collectible. I'd think that your mispressed item, while an oddity, does not add much, if any, of a premium over the 'value' over an ordinary pressing.
